Mr. Justice Jackson delivered the opinion of the Court. Respondent Stone owned a house in Mooresville, Indiana which he rented to one Locke for $75 per month beginning on or about August 1, 1944. As this was the first rental of the premises, the applicable law1 and regulations 2 imposed on the owner a duty to file a registration statement within thirty days. The respondent failed to register the property.
