Mr. Justice Brewer; after making the foregoing statement, delivered the opinion of the court. The northern boundary of the State of Oregon was estab *131 lished prior to that of the State of Washington, and it is not within the power of the National Government to change that boundary without the consent of Oregon. Nor, indeed, was there any attempt to change it. The same description is found in both the act admitting Oregon and in the constitution of Washington, under which that State was admitted.
