This guide covers public benefits administration from application through judicial review. Parts 1 and 2 set out the programs, their sources of law, and the application process, including the filing date that fixes the entitlement date and the expedited service households must request by name. Parts 3 and 4 cover household composition, income counting, the deductions and exclusions most often overlooked, and the work requirement exemptions households are disqualified without ever being screened for. Parts 5 and 6 cover verification, the collateral contact obligation, notice requirements, the constitutional floor, and the notice defects that win appeals outright. Parts 7 and 8 cover aid paid pending, the two different deadlines households conflate, and the fair hearing itself. Part 9 covers overpayments, the three categories, and the disqualification waiver that should never be signed. Parts 10 through 13 cover reporting systems, the other programs, judicial review, and the errors that recur on both sides.
