An individual is eligible for membership in the corporation if— (1) she is a mother (meaning a woman who filled the role of birthmother, adoptive mother, step-mother, foster-mother, grandmother, or legal guardian) of a person who— (A) is serving in the Armed Forces; or (B) has served in, or has been honorably discharged from, the Armed Forces; and (2) she is living in the United States or is a citizen of the United States living outside the United States.
