The President is requested to issue each year a proclamation— (1) designating September 15 through October 15 as National Hispanic Heritage Month; and (2) calling on the people of the United States, especially the educational community, to observe National Hispanic Heritage Month with appropriate ceremonies and activities.

36 U.S.C. § 126 — National Hispanic Heritage Month is in force in the current edition of the Code, and nothing recorded condemns it.
