The Secretary shall carry out such activities as the Secretary determines to be necessary to encourage Indian tribes, tribal organizations, and other mental health care providers to obtain the services of predoctoral psychology and psychiatry interns— (1) to increase the quantity of patients served by the Indian tribes, tribal organizations, and other mental health care providers; and (2) for purposes of recruitment and retention.
