§ 14. The title to any real estate, or interest therein acquired for port facilities and to any improvements which may be made thereon, situate in any municipality which has paid for the same, shall remain in such municipality; but such property shall be maintained and operated subject to the rules and the control of the port commission, and shall be used for port purposes.
