The Governor shall be this state's member on the mid-Atlantic states air pollution control commission. The Governor shall appoint the Commissioner of Environmental Conservation as his alternate pursuant to section 2.3 of article two of such compact. * NB Denied Congressional consent; preempted by enactment of federal Air
