The vice president shall have the powers and perform the duties of the president under the following circumstances:

Cal. Water Code § 8556 — The Board is in force in the current edition of the Code, and nothing recorded condemns it.
The vice president shall have the powers and perform the duties of the president under the following circumstances:
(a) During the president’s absence or inability to act.
(b) At the request of the president.
(c) When authorized by the board.
