The Legislature finds and declares the following:

Cal. Water Code § 8325 — Cooperation in National Flood Insurance Program is in force in the current edition of the Code, and nothing recorded condemns it.
The Legislature finds and declares the following:
(a) A large portion of the land resources of the state is subject to recurrent flooding causing loss of life and property, and there is a recognized public need in the state for flood insurance.
(b) The public interest will be served by state cooperation under a national flood insurance program, such as the National Flood Insurance Act of 1968 (Public Law 90-448; 82 Stat. 572).
