The director may appoint and, in accordance with law fix the salaries of:

Cal. Veh. Code § 1507 — Organization of Department is in force in the current edition of the Code, and nothing recorded condemns it.
The director may appoint and, in accordance with law fix the salaries of:
(a) A deputy director.
(b) Such other officers, deputies, technical experts, and employees as may be necessary for the proper discharge of the duties of the department.
