As used in this part, “legislative body” means:

Cal. Sts. & High. Code § 31503 — General is in force in the current edition of the Code, and nothing recorded condemns it.
As used in this part, “legislative body” means:
(a) When used with reference to a county, the board of supervisors.
(b) When used with reference to a city, the body which by law constitutes the legislative department of the government of the city.
