Seventeen million dollars ($17,000,000) shall be allocated to the Monterey County Transportation Commission for the following:

Seventeen million dollars ($17,000,000) shall be allocated to the Monterey County Transportation Commission for the following:
(a) Extension of CalTrain service.
(b) Other rail projects within Monterey County.
