All or any part of the improvements may be constructed, installed, or owned and all or any part of the maintenance and servicing of any of the improvements may be provided by one or any combination of any of the following:

Cal. Pub. Cont. Code § 20896 — Public Entities—Tree Planting Act of 1931 is in force in the current edition of the Code, and nothing recorded condemns it.
All or any part of the improvements may be constructed, installed, or owned and all or any part of the maintenance and servicing of any of the improvements may be provided by one or any combination of any of the following:
(a) The local agency conducting proceedings.
(b) Any other public agency.
(c) Any public utility.
