The provisions of this chapter shall not apply to the following motor vehicles:

Cal. Health & Safety Code § 43805 — Low-Emission Motor Vehicles is in force in the current edition of the Code, and nothing recorded condemns it.
The provisions of this chapter shall not apply to the following motor vehicles:
(a) Patrol cars of the Department of the California Highway Patrol.
(b) Any motor vehicle classified as a special-purpose vehicle by the Department of General Services.
