The provisions of this part shall not apply to:

Cal. Health & Safety Code § 43001 — General Provisions is in force in the current edition of the Code, and nothing recorded condemns it.
The provisions of this part shall not apply to:
(a) Racing vehicles.
(b) Motorcycles, except as otherwise provided in Section 43107.
This section shall become operative on January 1, 1989.
