To carry out the purposes of this division, the state board may:

Cal. Health & Safety Code § 39605 — General Powers and Duties is in force in the current edition of the Code, and nothing recorded condemns it.
To carry out the purposes of this division, the state board may:
(a) Provide any assistance to any district.
(b) Require any district to provide requested information utilized in the normal operation of the district or required by a state or federal statute or regulation.
(c) Hold public hearings.
(d) May accept assistance, financial and otherwise, from any public entity.
