The applicant shall file with his application:

Cal. Health & Safety Code § 19132 — Building Permits is in force in the current edition of the Code, and nothing recorded condemns it.
The applicant shall file with his application:
(a) A complete set of the plans of the work proposed.
(b) A set of specifications describing the materials to be used in the work.
(c) The fee prescribed for filing an application for a building permit.
