(a) During manual or mechanical warewashing, food debris on equipment and utensils shall be scraped over a waste disposal unit, scupper, or garbage receptacle.

Cal. Health & Safety Code § 114099.1 — Cleaning and Sanitizing of Equipment and Utensils is in force in the current edition of the Code, and nothing recorded condemns it.
(a) During manual or mechanical warewashing, food debris on equipment and utensils shall be scraped over a waste disposal unit, scupper, or garbage receptacle.
(b) If necessary for effective cleaning, utensils and equipment shall be preflushed, presoaked, or scrubbed with abrasives.
