The proclamation shall state both of the following:

Cal. Food & Agric. Code § 5902 — Citrus White Fly Districts is in force in the current edition of the Code, and nothing recorded condemns it.
The proclamation shall state both of the following:
(a) The existence of the citrus white fly district.
(b) The description of the boundaries of the district.
