A person shall not do any of the following:

Cal. Food & Agric. Code § 24771 — Sanitation is in force in the current edition of the Code, and nothing recorded condemns it.
A person shall not do any of the following:
(a) Operate a poultry plant which is not sanitary.
(b) Operate a poultry plant in a manner or under conditions which are not sanitary.
