Application to stay an order of the United States District Court for the Northern District of Ohio, filed March 17, 1992, and supplemented April 6, 1992, presented to Justice Stevens, and by him referred to the Court, granted, and it is ordered that the orders of the United States District Court for the Northern District of Ohio, case No. 5:91 CV 2219, entered March 10, 1992, and March 31, 1992, are stayed pending final disposition of the appeal by this Court.
