*480 Mr. Justice Lurton delivered the opinion of the court. Appellant was convicted in the Hustings Court of Richmond for the violation of an ordinance forbidding the carrying on of the business of a “private banker” without a license. This judgment was affirmed by the Supreme Court of the State. Numerous objections to the ordinance and to the tax, arising under the law and constitution of the State, were decided adversely to the plaintiff in error.
