Mr. Chief Justice Fuller after stating the case, delivered the opinion of the court. ¥e have heretofore determined that review by. certificate is limited by the act of March 3, 1891, to certificates by the Circuit Courts, made after final judgment, of a question in issue as to their owp jurisdiction; and to certificates by the Circuit Courts of Appeal of questions of law in relation to which the advice of this court is sought. United States v. Rider, 163 U. S. 132.
