Me. Justice Gkaw, after stating the case as above, delivered the opinion of the court. The first section of the fourth article of the Constitution of the United States is as follows: “Full faith and credit shall be given in each State to the public acts, records and judicial proceedings of every other State. And the Congress ináy, by. general laws, prescribe the manner in which such acts, records and proceedings shall be proved, and the effect thereof.” This section was intended to give the same conclusive effect to the judgments of all the States, so as to promote certainty and uniformity in tho rule among them. And Congress, in the exercise of the powe • so conferred, besides prescribing, the manner in which the r • lords and judicial proceedings of any State may be authenticated, has defined the effect thereof, by enacting that “ the said records and judicial proceedings, so authenticated, shall have such faith and credit given to them in every court within the United States as they have by law or usage in the courts of the State from which they are taken.” Itev.
