FAIRCHILD, Chief Judge. This is an appeal from a judgment of the district court dismissing a suit seeking judicial review of regulations promulgated by the Environmental Protection Agency requiring a policy of antidegradation of water quality to be integrated into state water quality control plans. Appellants, ten utility companies, sought declaratory relief on the ground that the antidegradation regulation is invalid on its face and attempted to enjoin its enforcement. The district court dismissed the action, holding that the controversy was not ripe for decision and that the utilities lacked standing. We affirm.
