ARNOLD, Circuit Judge. On July 1, 1988, this Court entered its final judgment in this vote-dilution case under Section 2 of the Voting Rights Act of 1965, as amended, 42 U.S.C. § 1973. This opinion explains our reasons for the particular form of judgment we have entered. We had previously held that plaintiffs, black registered voters in Crittenden County, Arkansas, had demonstrated that at-large election of State Representatives from dual-member District 48-49 denied them an equal opportunity to participate in the political process. We ordered that the March 8, 1988, primary election for State Representatives be set aside, and that a plan to divide District 48-49 into separate districts be implemented in time for a special primary election to be held before the November 1988 general election. 687 F.Supp. 1310 (E.D.Ark.1988).
