OPINION OF THE COURT SEITZ, Circuit Judge. Plaintiffs, Susan Esposito Thorstenn and Lloyd De Vos, appeal the order of the district court granting the defendants’ motion for summary judgment and, in effect, denying the plaintiffs’ motion for summary judgment. This court has jurisdiction pursuant to 28 U.S.C. § 1291 (1982). Thorstenn and De Vos applied for admission to the bar of the Virgin Islands. Thor-stenn is a resident of New York; De Vos is a resident of New Jersey.
