HEANEY, Circuit Judge. This case involves a suit for benefits under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, 42 U.S.C. § 4601 et seq. [hereinafter “the Act”] by former tenants of the Pruitt-Igoe project in St. Louis, Missouri. The Department of Housing and Urban Development (HUD) approved the St. Louis Housing Authority’s (SLHA) decision to demolish the project and provided modernization funds under the United States Housing Act of 1937, 42 U.S.C. § 1401 et seq. to carry out the demolition.
